Hi Harry, I'm assuming you were trying to sign up as a merchant? If that's the case, I believe it's just part of CheckOut's Terms of Service. You can probably get a more definitive answer by posting your question in the Google CheckOut merchant forum here:

Why can't I use my Bank Acct. instead of a Credit Card when opening an account as Pay Pal does?

Hrm.. eBay have now renamed the above page to "Accepted Payments Policy" (that link won't work). Here's the new page:

http://pages.ebay.com/help/policies/accepted-payments-policy.html

Interesting to note that on the new page that Google Checkout is now mentioned as a payment method that isn't supported.

One of the burning questions about Google CheckOut is will eBay incorporate it? Not likely, not in the short term anyway. I *think* eBay has recently changed their payments policy recently too, possibly as a result of CheckOut. Their payment policy includes the following criteria for the integration of alternate payment services:

"Whether the payment service has a substantial historical track record of providing safe and reliable financial and/or banking related services (new services without such a track record generally cannot be promoted on eBay) "
